Approaches to support investments in broadband infrastructure
On behalf of Deutsche Telekom AG we have studied international approaches to support investments in broadband infrastructure with a particular focus on Next Generation Networks (NGN). The analysis includes best practices from various countries including the UK, Sweden, Italy, South Korea, Japan, Singapore and the US. Based on the identified regulatory and industrial policy measures we have formulated a number of policy recommendations to stimulate broadband investments in Germany.
Ruling the new and emerging markets in the telecommunication sector
We have advised the International Telecommunication Union on tradeoffs in the regulation of new and emerging markets. The main focus was on next generation networks, their technological structure and the different ways these networks could be regulated.
Dynamic markets: uncertainty, network effects and efficient regulation
We advised Deutsche Telekom on the interaction between regulation of new communication networks and investments under uncertain future services and network effects.
Efficient regulation in dynamic markets
For the Federal Ministry of Economics and Labour of Germany we have developed the design of an efficient regulation of telecommunication markets. Specific emphasize has been given to ensuring dynamically efficient competition by stimulating incentives for innovations and allowing for flexibility with respect to changing market structures.
Comparison of industrial policy framework and regulatory environment for incumbents
On behalf of Deutsche Telekom and T-Com we analyse the relevant industrial policy frameworks and regulatory environments for telecommunication suppliers in five European countries (Italy, UK, France, Spain, and Germany). On this basis we compile country-specific indicators which allow for direct comparisons.
Infrastructure vs. service competition in telecommunication services
For Deutsche Telekom and T-Com we have compared the regulatory practice on local loop regulation in several countries and addressed regulatory decisions in Germany in the light of experiences in other countries.
Frame conditions for broadband technology in Germany conditional framework
We analysed current and future perspectives of broadband technology in Germany for Deutsche Telekom. Specific emphasise was given on the potential impact of broadband technology on innovation as well as on its impact on economic growth and employment.
